I think Sparta is a good model actually for Octavians...mix in Mechwarrior clans and Latin names...with a touch of Orks culture from 40k WH and you get a pretty good picture.

Sort of like when EEA tried to reform and OEC kept launching with no gear. I am sure everyone was very impressed with their big bad kill ratios after that (which of course made them meaningless)

Octavians are sort of Prusssian militarists. They don't give in to base passions of the greedy (SOL) or the needy (Quant). They just want to rule everything. That is a truly lofty calling!
