Surely it's a mix. You come up with RP ideas and decide if they can be supported with game mechanics. And you come up with mechanical decisions such as balance of speed vs firepower vs armour, or technical stuff to deal with lag, and create RP explanations. Honestly though, I'd rather the game went to press with high functionality and a minimum of backstory. Then they can continue to update the plot and have the universe evolve once they see how players behave. A continually developing plot is one of the things that will really tie me into a game. If the plot is static (e.g. WoW), then I'll be bored out of my skull within a couple months.
I agree that pwnsticks like EVE's equivalent of TRI ships were just absurd. The idea that 20-30 warships, each more powerful than top of the line battleships for any race, could appear at the drop of a hat was just silly. Not to mention the damnable ultra-turrets which protected the jumpgates. |
