What is more important, philosophy or actions? Intent or deeds?
IMO a society is an agregation of individuals who generally agree to abide by certain rules of interaction to produce an atmosphere where each individual can reach their greatest potential. So I would think a society would be defined both by the rules it agrees toand by the populances reaction to those rules. (inflamitory comments deleted to perserve harmony). |

I would say they are necessary as they give a context to actions/relationships/beliefs as well as helping to define that society as compared/opposed to others...
