It WOULD require much more planning, sort of like an ammo fighter or fluxer has to pay attention to remaining ammo as opposed to the never-ending lasers or running out of missiles or drop tanks, etc.
It would also give new meaning to "efficiency" instead of just "power". Do I chose absolute top end or mission endurance. Do I get the strongest shield or the most efficient? Do I stop and fuel up at every opportunity or can I make it to my destination and back without refueling? Sort of like the NASCAR folks (where is KiaDevil when you need a NASCAR reference?).
It would add another job for the non-combat pilot as a fuel truck delievery man in the "logistic supply ship" and give more reason for cooperation and non-combat interaction.
I agree it would require a change in game play, but OMG the opportunities it would add to the game!

At first I was like.. fuel wow it sucks to run out don't wanna have it happen in game.
Bringing up effecience though was a really good point. As a quantar I would love to see a reason for more effecient consumption. I'm liking the idea of limiting fuel. What if we don't look at fuel as needing to fill up but more along the lines of recharging.
This is advanced tech we are talking about if we can build gates I'm sure we could have fuel scoups to collect fuel in a sector. Sure you can run out but if you are effecient then you can regen your fuel faster then someone who is ineffecient. Suddennly not only would effeciency matter but larger powerplants wouldn't always be better. What if to move you had to refill your PP to full. Having a smaller PP would have advantages as opposed to the complete disadvanatages you have with taking one currently.
Making an effecient fighter means you could attempt to outlast your target and then when they are refilling.. take them down. You get to use your strengths against them.
