The difference in the number of GM's required to do the work. e.g 10,000 players could mean 1,000 squads (assuming 10 pilots per squad) which means an army of GM's would be needed to support all the requests. It's just not economicly viable.

Mass targeting would actually be easier. Trying to keep tabs on hundreds of different squads RP's and making sure all the events happen at the right time is much much more difficult

My concerns in Jumpgate are keeping my squad m8's entertained, keeping them enthused and logging into the game and lets face it, if I want them to find a derelict ship in a shield/armour storm (one that mysteriously vanishes with the storm moving on) or for a hive to appear briefly in pulsar so that an epic battle between my chaps and the flux can happen, one that pushes the conflux back (if only in our own squad rp storylines), then I need GM help, I'm not asking for god mode shields, I'm not asking for anything that will hurt another player, Im just asking to borrow the crayons that are on the top shelf out of normal reach.

God Mode shields would probably be easier since the code for that already exists. Asking to take abstract rp concepts and create them in game is extremely labor intensive.
EDIT: Forgot to add this.
The ratio for profitable MMO's of GM to Players is about 10,000 to 1. Yes, 10,000 players to 1 GM. The GM's don't spend their time doing RP events either. They handle things like Bugs, people being stuck, griefing complaints, etc.
