Perhaps if the factions controlled certain resources as well... If sol had the bulk of ore1 while quant had ore2 and oct had ore3 then each of the factions would control something the others needed. Add to this, Tesrends idea about certain commods that are "capturable" and we have economic warfare capabilities. The PvPers would get a benefit from their factions ability to mine the commods, but in order for the factions to continue trading the commod would need to be available to the other factions as well. Where a squad has captured a commod, the price would increase and the squad would be the beneficiaries of part of the increased profits. The PvPers get their benefit, while the rest of the server is not totally disadvantaged.
Dont forget too that the PvPers will not be the ones doing the mining It will be up to the PvErs to do the mining for the most part and that will be dictated mostly by the community anyway
